Texas Voters Approve Property Tax Relief and $20 Billion Water Investment

Texas voters approved 17 constitutional amendments in November, expanding property tax relief and authorizing major investments in water infrastructure. Proposition 4 allows the state to spend $20 billion over 20 years on water supply projects, system repairs, flood infrastructure and desalination, though most funds will not be available until 2029. Lawmakers also approved $2.5 billion in immediate, one-time water funding.

Several propositions increased property tax exemptions. The homestead exemption rose to $140,000, with seniors and people with disabilities receiving a total exemption of $200,000. New exemptions also apply to business personal property, animal feed stores, surviving spouses of certain veterans and some border-area properties.
